AAMVA (American Association of Motor Vehicle Administrators)
The American Association of Motor Vehicle Administrators (AAMVA) is the non-profit association of state and provincial motor-vehicle and law-enforcement officials that operates the federal CDLIS network and several other interstate driver and vehicle databases on behalf of state DMVs.
What it is
AAMVA was founded in 1933 and serves as the operational hub for systems that need to span multiple state DMVs. Its core systems include CDLIS (the Commercial Driver's License Information System), the National Motor Vehicle Title Information System (NMVTIS), and the State-to-State Verification Service (S2S) for one-driver-one-license enforcement. AAMVA is funded by member states and federal grants, and acts as the data steward - the actual driver records still live at the issuing state DMV; AAMVA's systems are pointers and exchange protocols.
How it applies
For driver screening, the practical AAMVA touchpoint is CDLIS. Every CDL pull that surfaces out-of-state license history is, mechanically, an AAMVA query that points to the right state DMVs to pull MVRs from. Reputable MVR providers integrate with AAMVA either directly or through a state-DMV-authorized aggregator; the chain of authorization runs from the driver to the carrier to the provider to AAMVA to the state DMV.
Why it matters
Understanding AAMVA helps carriers parse what they are paying for. The cost difference between a single-state MVR and an MVR + CDLIS bundle is essentially the cost of the AAMVA CDLIS query plus any downstream out-of-state MVRs that hit reveals. Carriers that skip CDLIS to save a few dollars per pull are gambling on the assumption that the driver has only ever held a license in one state - an assumption that fails roughly one in six times for long-haul drivers with multi-state work histories.
