CDLIS-first screening saves money on the funnel
Staffing agencies sit on top of an unusually wide funnel — every candidate who fills out an interest form, every walk-in at a recruiting fair, every referral from a placed driver. Pulling a full MVR + CDLIS on every applicant burns money on candidates who never make it to placement. The leverage point is screening order: CDLIS first to confirm the driver actually holds a current CDL in any jurisdiction, then MVR on the relevant states only after they pass the initial resume and reference check. Roughly 15–20% of self-reported CDLs in a wide applicant pool turn out to be expired, suspended, or misstated.
For agencies that already have a system of record, the per-pull receipt model makes it easy to attribute each $40 / $60 / $80 / $100 charge back to the specific candidate file. For agencies running on spreadsheets, the same per-pull model keeps the bookkeeping legible.
Hand-off documentation at the moment of placement
When a candidate gets placed with a carrier client, the carrier expects the §391.23 hire packet in usable form on day one — MVR within 30 days, CDLIS results, previous-employer inquiries, road-test certificate, medical card. Agencies that hand off the packet on day one win repeat placements; agencies that say "the MVR is in progress" get called less. The pay-per-pull model lets the agency front the screening cost on candidates likely to place and recoup it from the carrier client at placement, without paying SaaS overhead on the candidates that don't.

Driver-consent capture at intake
The FCRA and DPPA require the driver's signed consent before any agency pulls an MVR. Most staffing agencies bake this into the candidate intake form — a single signed page that authorizes background screening, MVR pulls in any state where the candidate has held a license, and CDLIS query, with FCRA disclosure language compliant with §1681b(b)(2)(A). The consent form lives in the candidate file for the duration of the relationship and gets handed off to the placing carrier alongside the screening results.
Burying the FCRA disclosure in the same document as the application is one of the most-litigated FCRA violations in the staffing industry. The disclosure must be standalone — separate page, no other terms or conditions — to be valid.
Adverse-action workflow
If a candidate's MVR or CDLIS reveals something disqualifying — a recent DUI, a suspended license, an undisclosed out-of-state CDL with a serious violation — the agency owes the candidate FCRA-required adverse-action notice before withdrawing the placement offer. The pre-adverse-action notice goes out with a copy of the report and the FCRA Summary of Rights, then the agency waits a reasonable period (typically five business days) for the candidate to dispute before issuing the final adverse-action notice. Agencies that skip this step end up named in FCRA class actions even when the underlying disqualification was clearly correct.
